DENMARK’S FINANCIAL DONATIONS TO STRENGTHEN UKRAINE’S FIGHT AGAINST RUSSIA

Donations through the Danish model and the PURL initiative will provide Ukraine with essential equipment in the coming months. The donations are part of the 28th donation package, which includes initiatives totalling DKK 1.4 billion.

An additional DKK 100 million for donations through the Danish model in 2025, DKK 372.2 million for the PURL initiative (Prioritized Ukraine Requirements List), which will secure important American weapons for the Ukrainians, and a further DKK 80 million for the donation of fuel via NATO’s Support and Procurement Agency (NSPA).

 

These are some of the initiatives in the 28th donation package, which the government today consulted the Foreign Policy Committee of the Danish Parliament about.

 

“With this donation package, we are providing Ukraine with a number of decisive combat capabilities in the coming months through the Danish model and the PURL initiative. There is still a great need to support Ukraine’s fight for freedom. And there is a need for other countries to contribute as well — for example through the Danish model,” says Minister of Defence Troels Lund Poulsen.

 

In total, approximately DKK 1.4 billion is allocated for the 28th donation package. These funds will, among other things, finance further donations through the Danish model. The model makes it possible to fund the Ukrainian state’s procurement expenses through the country's own defence industry. So far, DKK 2.6 billion has been allocated from the Ukraine Fund for this purpose in 2025, and approximately DKK 1.0 billion annually in 2026–2027. Additionally, a further DKK 372.2 million is allocated in 2025 to the PURL initiative to finance requested American weapons for Ukraine together with other NATO allies. Denmark, together with Sweden and Norway, financed one of the first two weapons packages through the PURL mechanism in August 2025, which included missiles for the PATRIOT air defence system. The remaining funds go to a range of initiatives, including more than DKK 80 million for the donation of additional fuel to meet Ukraine’s long-term need for continuous deliveries.

 

“As long as Putin and Russia do not want peace, we must ensure that Ukraine is in the best possible position — both on the battlefield and at the negotiating table. With donation package 28, we are making yet another important contribution to strengthening Ukraine’s defence capability. This is about Ukraine, but also about Europe’s continued defence and security,” says Minister of Foreign Affairs Lars Løkke Rasmussen.

 

At present, decisions have been made on military support to Ukraine through the Ukraine Fund amounting to approximately DKK 16.5 billion in 2025, and based on current plans, DKK 1.9 billion remains in the Ukraine Fund for the period 2026–2028.

 

FACTS: Donation Package XXVIII (28) is financed by the Ukraine Fund. With this package, Denmark has so far made decisions on military support to Ukraine amounting to approximately DKK 70.8 billion from 2022–2028. Through the Danish model, Denmark was the first country in 2024 to begin financing donations from the Ukrainian defence industry through the Ukrainian state.
