- Policy & Legal Framework: Supporting reforms to bring Ukraine closer to the EU.
- Capacity Development: Strengthening municipalities to improve services and increase resilience.
The third phase was formally launched with the signing of a contribution agreement between the EU and GIZ (German International Cooperation Society) by EU Ambassador Katarína Mathernová and Programme Director of U-LEAD with Europe Bastian Veigel.
