THE GOVERNMENT OF DENMARK IS PROVIDING UKRAINE WITH AN ADDITIONAL DKK 405 MILLION (APP. EUR 54.3 MILLION) FOR HUMANITARIAN AID AND RECONSTRUCTION
Three years after Russia's full-scale invasion, Ukraine faces an enormous need for reconstruction due to significant destruction of infrastructure and production capacity. At the same time, the humanitarian situation remains dire, with large parts of the civilian population struggling with destroyed homes and limited access to healthcare, education, water, heating, and electricity. The UN estimates that by 2025, nearly 13 million people—more than a third of Ukraine's current population—will require humanitarian assistance.
"Russia is sparing no means in its illegal and unprovoked war of aggression. Denmark has pledged to stand by Ukraine for as long as necessary. That is why we continue our unwavering support for Ukraine—not only as one of the largest military contributors but also through extensive humanitarian aid for the severely affected civilian population and support for the essential reconstruction efforts. With today's support package, Denmark’s total humanitarian assistance to Ukraine will exceed 1 billion DKK," says Foreign Minister Lars Løkke Rasmussen.
Russia's intensified attacks on civilian infrastructure have created serious security challenges across Ukraine. In particular, attacks on energy infrastructure have caused critical issues, with approximately 75% of the country’s electricity production capacity destroyed. This energy capacity is crucial for the population’s access to essential services such as electricity, water, heating, and a functioning healthcare system.
"Russia continues its brutal attacks to disrupt the daily lives of Ukrainians, depriving thousands of access to electricity, water, and heating in February alone. It is crucial that we stand with Ukraine and remain steadfast, just as they do every single day. With this reconstruction package, we are providing approximately 117 million DKK to strengthen energy security in the short term. Additionally, we are continuing our collaboration on restructuring Ukraine’s energy systems to enhance long-term resilience," says Minister for Climate, Energy and Utilities Lars Aagaard.
With this new support, Denmark is making key contributions to humanitarian aid and reconstruction efforts, helping to improve conditions for Ukraine’s hard-pressed population. The funding is provided through the Danish government’s Ukraine Fund.

Background: Humanitarian Support Package (205 million DKK)
The support package prioritizes reaching the most vulnerable groups in the hardest-hit areas. Through selected humanitarian partners, the funding will provide essential emergency aid, including food, medicine, water, and shelter. The package also supports civilian protection efforts, including mental health and psychosocial support (MHPSS), humanitarian mine clearance, combating gender-based violence, and protecting vulnerable groups such as women, children, refugees, and displaced persons.

Background: Reconstruction Package (200 million DKK)
Developed in collaboration with local and international partners, this support package addresses urgent needs related to energy supply, school reconstruction, access to clean water, and mine clearance. The funding is allocated as follows:

- 35 million DKK for mine clearance
